Development Foundation

The National Carnival Development Foundation (NCDF) is a Non-Governmental Organization incorporated under the Companies Act, 1995 of Trinidad and Tobago on 12th June, 2003. The NCDF contributes to the advancement of the national, regional and international community by providing the opportunity to develop the leadership skills, social and cultural responsibility and fellowship necessary to create positive change through Mas and Carnival.

The membership of the NCDF is opened to all persons and legal entities ordinarily resident in Trinidad and Tobago who are Producers, Owners, Designers or otherwise having an interest in the production, performance and management works of Mas and Carnival. The classification of members are as follows: Ordinary Members (Individuals and Bands), Associate Members, Honorary Members, Corporate Members and Lifetime Members.

Our current membership is comprised of Mas Practitioners (Cultural Entrepreneurs such as carnival bands, designers, wire benders, kings, queens, characters and artisans). The NCDF thus represents the majority of Mas practitioners in T&T, including eleven (11)of the twelve (12) large Carnival bands, inclusive of Legacy, Tribe, Harts, Bliss, YUMA, Spice and Fantasy. Port-of-Spain being one of the fifty eight (58) Regional Carnivals. Through its strategic plan, commissioned from Dr Keith Nurse and Dr Jo-Anne Tull, the NCDF envisions the Trinidad and Tobago masquerade industry becoming the premier global industry in the design, production, marketing and distribution of the Trinidad and Tobago masquerade that would assure our sustained contribution to the economy of Trinidad and Tobago. The NCDF is governed by a highly qualified and effective Board of Directors.

The functions of the NCDF include, but are not limited to the following:

  •  development of an awareness and acceptance of the responsibilities of citizenship through Mas and Carnival

  •  organization of seminars, workshops and conferences on all aspects of carnival

  •  promotion of economic development among its membership

  •  undertaking activities designed to bring together persons involved in the Carnival and Mas fraternity

  •  establishment and maintenance of friendly relations with regional and international carnival associations

  •  to represent and promote the cultural, economic, social and legal interests of its members in carnival locally and overseas

  •  to control, administer, exercise and enforce on behalf of members of the NCDF who are Producers, Owners and Designers all their rights and remedies in respect of the exploitation or use of their works including reproduction by any method

  •  to collect and to appoint agents to recover and collect all royalties, fees and other monies due to Members, Producers, Owners and Designers by reason of the enforcement of their rights and to distribute such royalties and fees and other monies in accordance with agreed principles.

  •  to recognize the contribution of and grant awards for outstanding contribution to carnival and Mas bands
